A customs agency in Melilla since 1948
Agencia Aranda was founded in Melilla and our head office is still here. Since 1948 we have handled customs in the city for individuals, shops and businesses. We know first-hand how the port, customs and IPSI work, and what each procedure needs to go through first time.
Why everything goes through customs in Melilla
Melilla is a Spanish city on the North African coast with a special regime: according to the Spanish Tax Agency, it is not part of the EU customs territory or the VAT area. Instead of VAT, IPSI applies: the tax on production, services and imports.
In practice, almost everything that enters or leaves the city needs a customs procedure:
- What arrives from mainland Spain or other countries is an import and pays IPSI.
- What leaves for mainland Spain is exported from Melilla and imported on arrival, with VAT and, depending on its origin, customs duties.

Customs clearance at the port of Melilla
Most goods and vehicles enter the city through the port of Melilla. When a shipment arrives, customs needs its declaration and documents before authorising it to leave the port. If something is missing, the goods wait. Our job is to make sure that does not happen: we check the paperwork before the ship arrives and file the declaration on time.

We are at C/ General Marina, 9 (52001 Melilla). We are open Monday to Friday, 9:00–14:00 and 17:00–19:00.
